PENDAHULUAN

Walaupun setiap kegiatan praktek mencakup "deciding (memutuskan) dan doing (bertindak)", namun secara umumnya belum diperoleh pengakuan bahwa sesuatu teori administrasi harus sekaligus mempersoalkan proses keputusan dan proses tindakan. Kekurangan ini boleh jadi bersumber dari paham bahwa pengambilan keputusan terbatas kepade perumusan kebijaksanaan secare keseluruhannye. Sebaliknye proses keputusan takkan berakhir apabile tujuan umum (general purpose) dari pade sebuah organisasi sudah ditetapkan.
Kewajiban "memutuskan" menyusupi keseluruhan organisasi administrative sama jauhnye seperti yang dilakukan oleh kewajiban "bertindak" -indeed (memang), it is integrally tied up with the latter (secara integral terikat dengan kewajiban kedue (bertindak).
A general theory of administration must include principles of organization that will insure correct decision making, just as it must include principles that will insure effective action. (Sebuah teori umum administrasi mesti meliputi prinsip-prinsip organisasi yang memastikan diambilnya keputusan yang benar, hanye sebagaimane harus meliputi prinsip-prinsip yang akan memastikan  tindakan yang efektif.).


DECISION MAKING AND THE EXECUTION OF DECISIONS (pengambilan keputusan dan pelaksanaan keputusan)

its clear that the actual phsycal task of carrying out and organizations objectives falls to the persons at the lowest level of the administrative hierarchy (yang jelas bahwa tugas phsycal sebenarnya menjalankan dan tujuannya organisasi jatuh keorang-orang pada tingkat terendah dari hirarki administrasi)
If this is a correct description of the administrative procces, then the construction of an efficient administrative  organization is a problem in social psychology. It is a task of setting up an operative staff and superimposing on that staff a supervisory staff capable of influencing the operative  group toward a pattern of coordinated and effective behavior.
If the study of organization, the operative employee must be at the fokus of attention, for the succes of the structure will be judged by his performance wihin it. Insight into the structure and function of an organization can best be gained by analyzing the manner in which the decisions and behavior of such employees are influenced within and by the organization.
